A phase II investigation report was conducted for the subject property, the report was entitled: ”Contaminated soil investigation report former monitor plating Site 800 Orangefair Lane. Anaheim, California 92801”

The report was dated February 2, 2005

The following is a summary of the report :

Deltech Engineering was retained by Mrs. Patricia Candelaria, the property owner, to conduct a site investigation for contaminated soil located at the SITE. The subject property is a commercial site and located at the end of Orangefair Lane. There are two adjoining properties that make up the site of investigation, identified as Parcel No. 267-051-01 and No. 267-051-02. Parcel 267-051-01 is developed and occupied by a concrete tilt up warehouse structure of approximately 15,000 square feet, known as the Main Building. The building is undergoing re-construction after a destructive fire. Only three walls are still standing in the building and large portions of the concrete floor slabs have been removed, exposing the underlying soil. In addition, there are three stockpiles of soil mostly within the existing three walls. 

Information obtained from the owner of the property describes the southeast section as a solvent storage area and the northwest area outside of the west wall as the wastewater treatment area. The structures in these areas have been demolished and the underlying soil exposed.

The property was occupied and utilized by a company identified as Monitor Plating, which operated a plating business at the site.

Two initial site investigations have been conducted at the location, one in 2000 by Ecology and Environment, Inc. of Long Beach, California and another in 2003 by Apex Environmental Recovery, Inc. of Anaheim, California. 

The site investigation that was conducted in 2000 by Ecology and Environment, Inc. was referred to in a final report as a “Post Site Cleanup Investigation” and had the objective of determining residual contamination present in the near subsurface soils underlying the main facility floor and former waste water treatment areas. In that investigation, soil samples were collected from the surface down to approximately 6 inches below the ground surface (bgs.), from various locations.

The conclusions and recommendations of the current investigation (February 2, 2005) is as follows: 

Based on the limited investigations described in this report, there appears to be no significant environmental concerns of the SITE as a result of previous tenant activities and recent chain of events, including the excavation in the past four years. 

The SITE does contain low-levels of hazardous material. It is recommended that the City and the owner should join the efforts and try to mitigate, and the following tasks be completed as soon as possible.

  1. Remove the stockpiles of soils and encapsulate them on SITE or dispose of off-SITE. Remove the trash at the SITE.
      
  2. Seal the floors – with concrete or asphalt.
      
  3. Improve storm water drainage of the neighborhood so that the storm water from the neighbors no longer runs through the SITE surface from the neighbors mostly along Orangefair Lane. This must be done in conjunction with the City of Anaheim.
      
  4. Reduce mobility of metals in the drainage area by dumping crushed limestone pebbles (about 1 to 2 inches diameter). This will neutralize acids, if any exists in the drainage, and create alkaline environments which immobilize metals, including chromium and nickel.

We request that the SITE be closed with no further actions, provided that the tasks 1, 2, and 3 are completed. Task 3 may take a few months to complete because of the cost and the parties and/or agencies involved.

  1. A limited soil investigation using soil boring and analyses for metals and volatile organic compounds
      
  2. Stream sediment samples and analyses for metals and volatile organic compounds
      
  3. Data interpretation and recommendations for remediation or mitigation, if any

2. Site Description

2.1. Site Location and Legal Description

The site is located in a commercial and industrial area at 800 E. Orangefair Lane, Anaheim, CA 92801. The Orange County Tax assessor assigned the property as appraiser parcel number [APN] 267-051-01 and No. 267-051-02. The combined lot is about 37,500 square feet in size.
